4: Enhancing international trade of least developed countries and regional integration
  • Target 4.01.01: Facilitate market access for products of least developed countries, including by developing simple and transparent rules of origin applicable to imports from least developed countries, in accordance with the guidelines adopted by WTO members at the Ministerial Conference held in Bali in 2013.

    • Indicator 4.01.01.01: Weighted average tariffs faced by developing countries, least developed countries and small island developing States

  • Target 4.01.02: Significantly increase the exports of least developed countries, in particular with a view to doubling their share of global exports by 2031.

  • Target 4.02.01: Ensure that preferential rules of origin applicable to imports from least developed countries are transparent and simple and contribute to facilitating market access.

  • Target 4.03.01: Increase least developed countries’ exports of services by fully implementing the WTO ministerial decision on the operationalization of the waiver concerning preferential treatment to services and service suppliers of the least developed countries and encourage members that have not yet notified their preferences under the least developed countries services waiver, to also do the same.

  • Target 4.04.01: Significantly increase Aid for Trade support for least developed countries, which is expected to double by 2031 from 2018 levels.

  • Target 4.04.02: Ensure accession to WTO of all least developed countries committed to do so by the end of the current decade.

  • Target 4.05.01: Support least developed countries by providing incentives to enterprises and institutions in developed country member territories for the purpose of promoting and encouraging technology transfer to least developed countries, in order to enable them to create a sound and viable technological base.

    • Indicator 4.05.01.01: Number of developed country policies or programs providing incentives for technology transfer to least developed countries (LDCs)- country reporting to the TRIPS Council

  • Target 4.06.01: Correct and prevent trade restrictions and distortions in world agricultural and cotton markets, including through the elimination of all forms of agricultural export subsidies and disciplines on all export measures with equivalent effect, consistent with the decision taken at the WTO Ministerial Conference held in Nairobi in 2015, with a view to achieving the long-term objective of substantial progressive reductions in support and protection of agricultural products.

  • Target 4.07.01: Fully implement the Agreement on Trade Facilitation and provide assistance in and support for capacity-building of least developed countries in this regard, in accordance with development cooperation effectiveness principles.

    • Indicator 4.07.01.01: Proportion of tariff lines applied to imports from least developed countries and developing countries with zero-tariff

    • Indicator 4.07.01.02: Net official development assistance, total and to least developed countries, as a proportion of the Organization for Economic Cooperation and Development (OECD) Development Assistance Committee donors’ gross national income (GNI)

  • Target 4.08.01: Increase the participation of the least developed countries in e-commerce by strengthening ICT infrastructure and building their human and institutional capacities to better support the development of and integration into digital value chains.
